Infertility affects many people, with about 1 in 8 people in the United States experiencing difficulties getting pregnant or carrying a pregnancy. Unfortunately, military insurance coverage still does not fully cover the treatment of infertility connected to service-related injuries.

As a United States military veteran myself, I want to thank all of you who are currently in service and those who have served in the past for all your efforts. And as a parent, I want everyone who wants to build a family to be able to do so.
Sadly, there are still millions of people without access to the fertility care they deserve. Not many people realize this, but U.S. Congress restricted the Department of Veterans Affairs (VA) from providing in vitro fertilization (IVF) coverage in 1992.
In 2016, Congress passed the Military Construction and Veterans Affairs Appropriations Act for FY2017, which allowed VA to begin offering IVF and adoption assistance to certain wounded veterans. That law was an important step, but it did not fully or permanently remove the underlying restrictions on IVF coverage for veterans.
Since then, VA has slowly broadened who can qualify. As of 2024, VA may provide IVF benefits to eligible veterans regardless of marital status and can, for the first time, cover the use of donor eggs, sperm, or embryos when infertility is related to a service-connected condition.
Unfortunately, coverage remains limited to veterans whose infertility is directly tied to their military service, so many military families are still left without comprehensive fertility benefits.
In December 2025, advocacy organizations including RESOLVE: The National Infertility Association criticized Congress for removing proposed TRICARE IVF coverage from the final FY2026 National Defense Authorization Act.
RESOLVE’s leadership called the decision a "profound setback" for military families and urged lawmakers to restore expanded fertility benefits, arguing that service members and their families deserve the same access to IVF and reproductive care as other federal employees and civilians.
Here at Illume Fertility, our team has long supported advocacy efforts such as the #IVF4VETS campaign to help keep IVF and adoption assistance funded for wounded veterans.
We continue to support federal legislation that would permanently authorize and expand fertility treatment and counseling for service members and veterans, including versions of the Veteran Families Health Services Act and the Veterans Infertility Treatment Act that have been introduced in recent sessions of Congress.
Unfortunately, broader proposals to guarantee IVF coverage for all service members and their families through recent defense authorization bills have not yet passed, and language that would have expanded fertility benefits has been removed from the final legislation in multiple years.
This means access to care is still uneven and often depends on where and how a veteran or military family seeks treatment.

Illume Fertility is not an in-network provider with TRICARE. This means fertility treatment at our practice is not covered under TRICARE plans, including services like IVF, IUI, diagnostic testing, or monitoring visits.
Many military families choose to move forward with care using our military discounts, self-pay options, financing partners, or medication savings programs. Our Financial Coordinators are always available to help you understand estimated costs and explore any available resources.
